Hilary Barker

Wisconsin Technical College System

Hilary Barker serves as the State Director for Career & Technical Education for Wisconsin. With a steadfast commitment to educational equity and access, Hilary initiated the WTCS OER Network, uniting over 100 advocates in the Wisconsin Technical College System to promote open resources. Hilary's leadership in developing platforms for collaboration and professional growth, including the WTCS OER Repository and the Wisconsin Open Education Symposium, reflects a dedication to fostering resource sharing. Additionally, Hilary's expertise extends to conducting action research, creating informative dashboards, and overseeing the Perkins Act, furthering the mission of accessible education.

Liliana Diaz

Western Interstate Commission for Higher Education (WICHE)

Liliana Diaz Solodukhin, policy analyst with WICHE, works on a diverse range of activities including conducting and communicating policy research on a wide array of higher education-related topics, developing and sustaining relationships with external stakeholders, and conceptualizing and executing short- and long-term collaborative projects with states. Diaz received her B.S. in journalism and mass communication, B.A. in film studies, and a certificate in Technology, Arts, and Media from the University of Colorado at Boulder, earned her M.A. and Ph.D. in higher education administration from the University of Denver.

Mandy Johnson

Wisconsin Technical College System

Mandy is an experienced director of education with a demonstrated history of working in education management. With 20 years in higher education, she has skills in professional learning, management, organizational development, and post-secondary education. Mandy has a strong educational background with a bachelor’s degree in Organizational Behavior and Leadership from Edgewood College, and a Master of Science (MS) focused in Educational Leadership and Policy Analysis from University of Wisconsin-Madison.

Jenny Parks

Midwestern Higher Education Compact (MHEC)

Jenny Parks is Vice President of Policy and Research at the Midwestern Higher Education Compact (MHEC).  She leads the exploration, development, and implementation of projects that help Midwestern postsecondary institutions improve the way they serve students. Jenny has worked at all levels and in multiple sectors of education, including state and federal compliance, institutional research, accreditation, and policy advocacy. She earned her master’s degree in educational policy and research from the University of Wisconsin-Madison and her doctorate in higher education administration from Northeastern University in Boston.
