Frank Cella

Frank Cella leads the U.S. Education Practice for Marsh in the Midwest and he is based in Chicago. Frank’s responsibilities include managing and coordinating the firm's resources as they relate to new business development and client management in the education industry.

As a professional in both the domestic and international insurance industry for over 30 years, Frank most recently led Marsh’s U.S. Consumer's Sales Support. During his18 year career in the Consumer Division he specialized in the education industry as the business leader for Marsh Consumer's Alumni Division, as well as development of CampusConnexions, a business solely focused on satisfying the full range of domestic and international risk management insurance needs of educational institutions. Throughout his career he has worked closely with risk retention groups, pooling programs and consortia programs. Prior to Marsh, Frank worked with both CIGNA and AIG in new business and client management roles focused on mitigating risk for multinational clients' expatriate, third country national and local national exposures expatriate assignments in both the Far East and Middle East.

Jennifer Dahlquist

Jennifer Dahlquist serves as vice president for the Midwestern Higher Education Compact. She primarily manages and oversees MHEC’s programs of insurance, which includes the Master Property Program and MHECare Student Insurance Solutions. Jennifer led the previous organizational strategic planning process and plays a key role in advocating MHEC’s value proposition to the higher education community at large.

Jennifer completed her Baccalaureate in German (with a focus on Romanticism) and political science (international focus) at the University of Minnesota, Morris. She received her master's of Public Policy through the University of Minnesota's Hubert H. Humphrey Institute for Public Affairs, with a concentration on social policy - emphasis on youth issues and higher education policy.

Jennifer received her project management certificate at the University of St. Thomas' Opus College of Business in December 2008, the CPPM certification in December 2009, and received the PMP certification in March 2013. She also has obtained her Minnesota Insurance Producer License in 2013 and is licensed in life, accident and health, property, and casualty lines of insurance. She received her Organization Development certificate from the University of Minnesota in June 2018.

Prior to working for the compact, Jennifer was an intern for the Minnesota International Center as well as the Division of Social Sciences at the University of Minnesota, Morris. While at Morris, Jennifer completed a UROP (Undergraduate Research Opportunities Program) project, and her final work on German Romanticism was published in the Journal for the Fantastic in Arts.

Jennifer began working for the compact in August of 1999.

Mike Fairfield

Mike has 20 plus years of experience evaluating and servicing Large and HPR property, including work as a Servicing Engineer and an Account Consultant.  As a Senior Risk Engineering Consultant for Zurich Construction Division, he is responsible for providing account consulting risk engineering services to accounts in an effort to reduce losses and increase profitability. Mike also facilitates the integration of underwriting and engineering services.

Brian Freese

Brian Freese serves as the Fire and Loss Control Coordinator for the University of Northern Iowa.  Brian joined the university in October of 2019 and now acts as the lead for any fire related issues at the university including building fire inspections, fire investigations, as well as loss control functions related to university property damage.

Prior to joining the UNI, Brian worked as a fire and safety specialist for the Ames Laboratory at Iowa State University and has also worked in public safety in the healthcare setting.  Brian has been involved in the fire service as a firefighter, fire instructor, and training officer since 2007.  He has a host of fire certifications through the Iowa Fire Service Training Bureau, a Bachelor’s Degree in Criminology from the University of Northern Iowa, and an Associate’s Degree in Emergency Medical Services in conjunction with certification as a Paramedic from Mercy College of Health Sciences.

Liz Hillgren

Liz Hillgren has over 20 years of experience in the environmental services industry, with extensive management responsibilities for multiple facilities and service functions. She has broad knowledge of various waste management options and regulations, including RCRA, TSCA, and DOT.

As a Senior Consultant, Liz’s primary functions include regulatory research, environmental auditing, ISO 14001 auditing and regulatory reporting. She has conducted extensive research on asbestos regulations and developed tracking and communication mechanisms for federal state and local asbestos regulations. In addition, she has formulated SWPPP and SPCC plans and completed environmental reporting (Hazardous waste, Tier II, TRI and air). As a Certified Environmental Auditor (CEA), Liz routinely conducts environmental audits for KTL’s clients, and develops related procedures and training to help ensure regulatory compliance. She also assists clients with NACD’s Responsible Distribution certification and continued compliance.

Matt Kern

Matthew Kern is a national broker in the Marsh Environmental practice and has been with the company since 2010. In this role, he advises clients in a wide range of industry sectors on their environmental exposures and insurance solutions. He also places pollution legal liability, contractors pollution liability, and combined forms that cover his clients’ operational and legacy pollution exposures. Matthew has facilitated a number of complex corporate and real estate transactions where successful closing hinged on placing pollution insurance for complex risks.  He has also placed over 20 pollution insurance policies for public utilities covering their generating assets, distribution infrastructure, servicing operations and decommissioning projects.

Prior to joining Marsh, Matthew worked as an environmental paralegal at two large general practice firms for 13 years. While working as a paralegal, he managed environmental due diligence for several complex corporate and real estate transactions and worked with insurance brokers to place pollution policies with terms acceptable to all parties. He also managed legal administration for multiple Superfund sites, including one of the largest PCB-contaminated Superfund sites in the US. In addition, he provided litigation management in numerous toxic tort lawsuits with multiple plaintiffs and defendants. Most notably, he managed insurance archeology projects for public utilities, steel mills and other large manufacturers seeking insurance recovery for long-term environmental contamination at manufactured gas plants, coke ovens and other facilities. Matthew was also recently named a Power Broker by Risk & Insurance for 2021 and 2022.

David Letzelter

David Letzelter is a senior vice president and property leader for Marsh Pittsburgh. In this capacity, David consults with some of Marsh’s largest clients about their worldwide property insurance exposures, program design and risk financing options. In more than seventeen years with Marsh, David has worked with all sizes of clients in a wide range of industries including higher education, hospitality, life sciences, manufacturing and chemicals. Among his career highlights are working with the prime contractor to the Space Shuttle program, placing a global property program for a client that was previously with a mutual insurer, integrating the insurance programs for several multi-billion dollar acquisitions made by clients and providing advice to the world’s largest higher education consortia property program. David’s current clients account for more than $130 billion in insured values and over $40 million in premium. David received a bachelor’s degree in business administration (BSBA) in finance and an MBA in accounting from Duquesne University in Pennsylvania.

Joseph Rayzor

Joseph Rayzor serves as the Director of Risk Management at the University of Northern Iowa, overseeing both the risk management and environmental health and safety functions for the university. Joseph joined the University of Northern Iowa in March of 2017. Prior to joining the University of Northern Iowa, Joseph held various roles in the Office of Risk Management at Iowa State University and served as an attorney with an Old Republic subsidiary, Great West Casualty Company. Joseph holds a Law Degree from the University of Mississippi and a Bachelor’s Degree in Business Administration from the University of Tennessee. He has also earned his ARM, AIC, and SCLA.

Joseph currently Chairs the MHEC Master Property Program Leadership Committee. 


Mental Health Challenges During the Pandemic and Beyond: Mitigating Risk for Students, Faculty, and Staff

Nance Roy

Dr. Roy serves as the Chief Clinical Office of the Jed Foundation and is an Assistant Clinical Professor at the Yale School of Medicine, Dept. of Psychiatry.  She has over 20 years of experience as a psychologist working in college mental health. She served as the Assistant Dean of Health and Wellness at Sarah Lawrence College and most recently was the Associate Dean of Health and Wellness at Rhode Island School of Design. Publications have focused on effective strategies for promoting emotional well-being among teens and young adults as well as treatment and management of at-risk students on college campuses. She has been actively involved in strategic planning initiatives focusing on a holistic approach to education, crisis management and a public health model for delivery of care in high schools and on college campuses. Dr Roy is a senior advisor for the National College Depression Partnership, serves on the Mental Health Task Force for the Ruderman Foundation and has worked on mental health initiatives with the Surgeon General, the Higher Education Mental Health Alliance, the Department of Defense, The Veteran’s Administration, the Milken Institute, the Clinton Health Matters Initiative and college and university systems across the country. Dr. Roy earned a BS degree from the University of Rhode Island, an MS from the University of North Carolina and an Ed.D. from Harvard University.

Dan Veldman

Dan Veldman is an Executive General Adjuster with Crawford & Company and the account adjuster for the MHEC Master Property Program.  He specializes in commercial property claims management with a focus in captive insurance claims management.  Dan graduated from the University of Illinois Urbana-Champaign with a degree in Economics in 2008.  He earned the Chartered Property Casualty Underwriter (CPCU) designation from The Institutes in 2011.  Prior to joining Crawford & Company, Dan was a Senior Commercial Property Adjuster for Liberty Mutual Commercial Insurance.

Aaron West

Aaron West has always been fascinated by how technology can improve work outcomes and how it relates to information security.  After serving 21 years in the U.S. Army, he is very aware of the need for the continual improvement of cybersecurity programs.  He focuses on business-driven risk management, process improvement, and cyber incident response. 

A retired U.S. Army Lt. Colonel, Aaron led a consulting team in his last assignment that helped military units improve their training and preparation for overseas deployments.  Aaron has brought his military experience into the business world by exporting the most applicable aspects of incident response planning.  Aaron uses tabletop exercises – a learned skill in the military – to improve cybersecurity outcomes in organizations of all industries.

Hagen Wheeler

Current Responsibilities
Hagen Wheeler is a Senior Consultant in the Property Risk Consulting Practice working out of the Memphis Office. Hagen’s core responsibilities including advising client companies on risk management strategies, using data to help them to optimize their risk profiles, and recommend plans to monitor and mitigate their risk exposure.

Experience
Hagen joined Marsh in 2021 after working as a property risk engineering consultant for a major property carrier and then with a large unbundled loss control provider. During his previous roles Hagen worked as a field engineer to deliver quality Highly Protected Risk (HPR) engineering to his clients. Hagen has experience in a wide-variety of industries including wood-working, agricultural/grain handling & processing facilities, automotive manufacturing, plastic processing, pulp & paper, and warehousing.

Elliot Young

As Kansas State University's AVP, University Risk and Compliance Officer, Elliot leads the university's collaborative enterprise risk management program to manage risk effectively and efficiently in support of the university's mission. Prior to joining the K-State family in February 2020, Elliot was a Risk Management Specialist at Cornell University where he helped units and departments achieve objectives by providing reliable risk management guidance and support. Before working for Cornell, Elliot was a graduate assistant at the University of Kansas where he worked in student affairs and earned a master's degree in higher education administration. Elliot earned his law degree from Oklahoma City University in 2012 and his bachelor's degree from TCU in 2009.
